How Telecom Operators Can Build a Senior Telecare Service

Telecom operators already provide a key part of any connected telecare service: mobile connectivity. With suitable devices and a defined alarm response process, an ordinary SIM plan can be developed into a safety service for older users, families and care organizations.

The device is only one part of that service. Operators also need to decide which users they serve, who receives an alarm, how devices are managed and what support is included after deployment.

This article looks at three practical service levels built around a 4G SOS pendant, a senior watch and a fixed home safety phone.

Operator-Led Telecare Is Already in Use

Operator-led senior telecare is already available in several markets.

Orange Spain, for example, offers a smartwatch service that combines an embedded SIM, SOS calling, fall detection, family APP access and 24-hour assistance through a specialist telecare provider.

Operators can also participate in public-care projects. In 2026, Orange was awarded a contract to supply more than 20,000 mobile telecare watches for older people and users requiring assistance in the Canary Islands.

These examples show two possible routes: a subscription service sold to families and a larger deployment delivered through public or institutional channels. In both cases, connectivity is combined with a device, a platform and a defined response service.

Define the Telecare Service First

The same device can be used differently depending on who operates the service.

In a family-oriented plan, SOS and location alerts may be sent directly to relatives through an APP. An institutional service may require care staff to manage multiple users through a web platform. A home-based program may use a fixed terminal connected to selected household sensors.

Before choosing the hardware, operators should define:

  • The intended users and care environment

  • Who receives and responds to an SOS event

  • Whether the service requires an APP, web platform or existing monitoring system

  • Who configures, distributes and maintains the devices

  • What happens when a device is offline, damaged or needs replacement

These decisions determine which functions are essential and which should remain optional.

Basic Mobile SOS with HTK01

The HTK01 4G SOS pendant is suitable for a straightforward mobile safety package.

It provides one-button SOS alerts, two-way voice calling and GPS, Wi-Fi and LBS positioning without requiring the user to navigate a screen. This can reduce training requirements for users who mainly need a clear way to call for help.

A basic operator package could combine:

  • A configured HTK01 device

  • A voice and data SIM plan

  • Preset emergency contacts

  • Family APP or compatible platform access

  • Initial setup and replacement support

HTK01 does not support fall detection. Projects requiring this function should evaluate HW02 instead.

Wearable Telecare with HW02

The HW02 4G senior watch supports a broader wearable service for older users who are comfortable wearing a watch.

In addition to SOS calling, two-way voice communication and multi-mode positioning, HW02 supports electronic geofence alerts and fall detection. Heart-rate and SpO₂ readings are also available for general wellness reference.

An HW02 package may include APP access for families or web-platform access for authorized service teams, depending on the selected configuration and project model.

Home Telecare with HP11

The HP11 home safety phone offers a fixed communication option for older users who are more comfortable with a conventional telephone.

It provides large physical buttons, high-volume voice communication, shortcut dialing and VoLTE calling. Depending on the project configuration, it can also connect with selected compatible 433 MHz sensors.

A home service may combine HP11 with emergency buttons or selected door, motion, smoke, gas or water-leak sensors. Supported peripherals, connection limits and alarm workflows should be confirmed for each project.

HP11 uses a different hardware and platform model from the two wearable devices and should therefore be evaluated separately.

Divide Responsibilities Clearly

A workable telecare service normally involves more than one organization. Responsibilities should be agreed before devices are distributed.

The telecom operator may provide:

  • SIM connectivity and service plans

  • Customer billing

  • Distribution channels

  • First-line customer support

The device supplier may support:

  • Hardware and firmware configuration

  • Network and APN evaluation

  • Technical documentation

  • Qualified platform or protocol discussions

  • Production and project-specific customization

The operator, telecare provider or contracted care organization normally defines:

  • Who monitors incoming alarms

  • How an SOS event is verified

  • When and how an event is escalated

  • User onboarding and response procedures

  • Data access and service reporting

This division is particularly important when the offer includes professional monitoring rather than family-managed alerts.

Confirm the Technical Scope

Before commercial rollout, the operator and supplier should review the target network and service configuration.

For HW02 and HTK01, this normally includes:

  • Target country and mobile operator

  • LTE bands and VoLTE requirements

  • SIM and APN settings

  • SOS calling sequence

  • Location-update settings

  • Required APP or web-platform functions

  • Alarm events and data fields

  • Server or integration arrangements

Available platform functions differ between devices. API or protocol integration should only be confirmed after the required events, technical documentation and server responsibilities have been reviewed.

The operator should also separate standard functions from optional customization. Branding, packaging, firmware settings, accessories and interface changes may involve different MOQs, development costs and lead times.

Test the Complete Service Before Launch

A pilot should use the intended SIM card, network and service configuration.

At minimum, the project team should:

  • Confirm voice, data and VoLTE performance on the target network

  • Test the complete SOS process from the device to the intended responder

  • Observe positioning, platform communication and battery performance under realistic settings

The purpose of the pilot is to verify that the complete service works in practice, not only that the device can connect to a network.

Build the Package Around the User

HTK01, HW02 and HP11 support three different directions: simple mobile SOS communication, wrist-worn telecare and fixed home assistance.

An operator can begin with one service level or combine several devices for different user groups. The final package should reflect the users’ abilities, the intended response process and the operator’s existing technical infrastructure.
