“Does this product already have CE or FCC certification?” is often one of the first questions in a sourcing discussion. The useful answer depends on the market and the product version.
A device does not need every certification mentioned in this guide. Its destination country, radio functions and local rules determine which approvals apply. Existing documents must then be checked against the proposed model, hardware, frequency bands and antenna.
This comes up often at KAER because much of our work is project-based. One customer may need a European LTE version under its own brand, while another needs different bands for South Africa or Latin America.

For a customized project, the applicant or holder is normally the customer, the customer’s local company or another eligible legal entity agreed for the target market. Different schemes may require a manufacturer, grantee, responsible party, importer or local applicant, so this arrangement should be settled before formal testing.

The Declaration of Conformity and local responsible-party information
Access to the reports and how they may be used
Responsibility for later changes, renewals and market checks
Document access and permitted use should also be agreed in writing. Payment alone does not determine the legal holder; the registration details, applicable rules and project agreement do. Customer-specific reports may also contain the customer’s name, model and confidential technical information, so they are not reused for another project without review and authorization.
CE marking under the EU Radio Equipment Directive (RED), FCC equipment authorization and local telecommunications approvals are not a fixed package required for every project.
An EU project may focus on CE marking and compliance with the Radio Equipment Directive (RED). A device intended for the United States may need the applicable FCC equipment authorization. Other markets may have their own telecommunications approval, local applicant, importer registration or labeling requirements.
Product functions also affect the test scope. A Wi-Fi SIP phone, a cellular GPS tracker and a body-worn SOS device do not follow the same RF, EMC or user-exposure test scope. Adding Bluetooth, GNSS, cellular bands, a new adapter or health-related functions may change the requirements again.
Start with the target country, intended operator and final configuration. These details show which approvals are relevant and whether further testing is likely.
Certification documents apply to a defined product identity, technical configuration and market scope. A standard model may match an existing tested configuration, while a customized project may use a different brand, model number, frequency-band combination, antenna, enclosure, hardware or software version. For this reason, the two cannot automatically follow the same certification route. Each project must be checked against the applicable documents and the requirements of its destination market.

A customized product needs a difference assessment. The outcome may be use of existing data, selected retesting or a separate application.
For some standard configurations, KAER may already have relevant test reports, grants, declarations, label information or manuals. Check the following before relying on them:
Is the supplied model listed in the documents?
Does the production hardware match the tested sample?
Are the required bands included?
Is the antenna unchanged?
Do the documents apply to the destination market?
Are the applicant, brand, label and manual consistent?
Is the approval still valid where validity periods apply?
If the documents and supplied product match, the existing files may support the standard version. Otherwise, a difference review is needed.
Not all customization has the same impact. Printing a new logo is different from changing an LTE module, but both should be reviewed before production.

Not every customization needs a new certificate, but a minor-looking change can still affect compliance. The decision must be based on the actual engineering change.
Adding a customer logo does not normally change RF performance, but it can affect who is responsible for placing the product on the market and whose details appear on labels, declarations and supporting documents. Confirm the brand, model, applicant arrangement and market responsibilities before finalizing the label and manual.
Customer-specific software or firmware may affect certification and should be included when the final project configuration is reviewed.
Band changes can affect transmitted power, receiver performance, EMC, antenna matching and SAR. Some countries also require local telecommunications approval.
A different antenna type, gain or position may change RF performance even when the main PCB remains the same.
For example, a tracker sold in Europe may need a different LTE band combination and antenna setting from a South African version. The enclosure may be unchanged, but the RF scope still needs to be reviewed.
A cosmetic color change is unlikely to have the same impact as moving the antenna or changing the enclosure dimensions. For a wearable device, the distance between the antenna and the user can matter. For a desktop phone, changes to the power adapter, PCB or radio module may introduce new EMC or safety questions.
The review must cover what changed inside the product, not just what changed in the product photo.
